A portable application or versatile application is a PC program or programming application intended to keep running on a cell phone, for example, a telephone/tablet or watch.

"App" is a condensing for "application." It's a bit of programming that can go through an internet browser or disconnected on your PC, and on a cell phone telephone, tablet or other electronic gadgets, including keen TVs and smartwatches. Applications could conceivably have an association with the web.
